In 1999, the museum organised a symposium to give concrete shape to ideas. Under the leadership of Okwui Enwezor, whose c.v. includes being the artistic director of Documenta 2002 (Kassel, Germany) and in the presence of art critics and artists, various subjects were raised.

An essential starting point of the project was the subject 'ethnological museum'; the artists were asked to take a critical approach to that subject. Other questions included “isn't artwork around the museum more than decorative elements, an artistic introduction to what the visitor can expect to find inside the walls?" and "can art sill be ‘non-Western’?"
